What we need is a completely new approach. The Hungarian Future for the Homeless Foundation (JAHA) has worked out a project which offers an alternative to deal with this issue. The "base shelter" term has been introduced to the legislation. The 4 phases program: Physical and mental examination, the proper therapy, individual plans, reintegration into the society.
